Invest in the future with the Nuova Sabatini: incentives for technology, software, and innovation.

The 2025 Budget Law has refinanced the Nuova Sabatini measure with €1.7 billion for the period 2025–2029, aimed at supporting investments by Italian micro, small, and medium-sized enterprises (SMEs).
This funding is designed to facilitate access to credit for businesses planning to invest in capital goods, including hardware and software, in order to enhance competitiveness and promote technological innovation across the Italian production system.

What does the Nuova Sabatini provide for?

The measure provides for the granting of contributions by the Ministry of Enterprises and Made in Italy in connection with bank loans or leasing agreements for the purchase of:

  • – Newly manufactured machinery, plants, and equipment intended for production use
  • – Hardware, software, and digital technologies
  • – Tangible and intangible assets for investments in 4.0 technologies, such as big data, cloud computing, cybersecurity, advanced robotics, augmented reality, 4D manufacturing, RFID, and tracking systems
  • – ​Low environmental impact machinery and equipment for green investments

For companies investing in 4.0 digital technologies, an increased contribution is provided, granted at a rate of 3.575% in relation to the interest rate of the subsidized loan.

“Nuova Sabatini Capitalization“

Starting from October 1, 2024, the new intervention line “Support for Capitalization” will also be active.
This measure grants incorporated SMEs (limited liability companies) an increased contribution compared to the standard one, in exchange for investments in capital goods linked to an increase in share capital.

Target audience and application submission

Micro, small, and medium-sized enterprises (SMEs) may benefit from the incentive provided that, at the time of submitting the application, they:

  • – Are duly established and registered in the Business Register
  • – Are not in voluntary liquidation or subject to insolvency proceedings
  • – Have not received and failed to repay aid deemed illegal or incompatible by the European Commission.
  • – Are not in a situation that would qualify them as undertakings in difficulty
  • – Have their registered office or a local unit in Italy

In addition, for the “Nuova Sabatini Capitalization”, the enterprise must be incorporated as a limited liability company and engaged in a capitalization process.
All production sectors are eligible, including agriculture and fishing, with the exception of the financial and insurance activities
